ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Training Expert          position who meet the following requirements.

Job Summary

Training Expert is responsible for designing, developing, and delivering effective training programs to enhance the skills, knowledge, and performance of employees. This role involves conducting training needs assessments, creating engaging training materials, facilitating training sessions, and evaluating training outcomes. The Training Expert plays a crucial role in promoting continuous learning and supporting the professional development of staff members.

Duties and responsibilities

Needs Assessment:

  • Conduct training needs assessments to identify gaps in skills and knowledge among NEBE staff and election officials.
  • Collaborate with department heads and managers to understand specific training needs within various teams.

 

Curriculum Development:

  • Design and develop training programs, modules, and materials tailored to address identified training needs.
  • Create interactive and engaging training content, incorporating multimedia elements and case studies.

Training Delivery:

  • Facilitate training sessions, workshops, and seminars using effective training methods and techniques.
  • Adapt training delivery styles and methods to accommodate different learning preferences and audience needs and level of understanding.

Training Evaluation:

  • Establish evaluation criteria and methods to assess the effectiveness of training programs.
  • Gather participant feedback, analyze training data, and prepare reports to measure the impact of training initiatives and for the purpose of documentation.

Professional Development:

  • Provide guidance and support to NEBE employees in their professional development endeavors when assigned.
  • Recommend and utilize relevant external training opportunities, workshops, and resources to enhance employees' skills.

Training Coordination:

  • Coordinate logistics for training programs, including scheduling, venue arrangements, materials preparation, and participant communication in collaboration with internal and external stakeholders
  • Collaborate with internal stakeholders and external training providers master and field trainers, if necessary, to organize specialized training sessions.

Continuous Improvement:

  • Stay updated with training methodologies, adult learning principles, and emerging technologies in the training field.
  • Incorporate innovative approaches and technologies to enhance the effectiveness of training programs.

Specification:

Education and Work Experience

 

  • Bachelor or Masters in Education, Election Administration, Human Resources Management, Public Administration, Pedagogy, Social work, Psychology, Law, Human Right, Project Management, Organizational Development or related disciplines.

 

  • 7 years and Bachelor | 5 years in Masters. Working experience in Training and Development, Instructional Design, curriculum development, or Adult Education positions.

  • TOT, Election related training certificates, Project Management

Knowledge:

  • Deep understanding of mission, vision, and core values of NEBE
  • A deep understanding of training and development theories, principles, and best practices.
  • Familiarity with the legal framework, regulations, and guidelines related to elections.
  • Proficiency in managing the entire training cycle (training needs assessments, designing training curricula and materials, coordinating logistics, delivering training sessions, and evaluating training outcomes).
  • Knowledge of training evaluation techniques and the ability to assess the effectiveness of training programs.
