ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Election Operations Planning Expert position who meet the following requirements.

Job Summary

Election Operations Planning Expert is responsible for:

  • Develop comprehensive election plans, and prepare monthly, quarterly, semiannual, and annual reports and ensuring the effective execution of electoral activities.
  • Conduct assessment in election areas and forward lessons.
  • Conduct regular monitoring and evaluation activity.
  • The Election Operations Planning Expert upholds ethical principles, ensures accurate data management, and contributes to efficient desk coordination.

Duties and responsibilities

  • Preparation of election Operation plan and report
  • preparation of election Operation schedule
  • Prepare forms used for election execution
  • Prepare voting papers and documents and monitors the purchase
  • collaborating with the Head of Election Operations, supporting security measures
  • Organizes information and documents from regional offices, zones, constituencies and polling stations for further Forecasting of operational activities
  • Develop comprehensive election plans
  • Collects information on public holidays during the election year, election preparation time, to prepare a timetable for to conduct election Operation.
  • Prepares the Department’s TOR.
  • Prepares quarterly, semi-annual, nine-monthly and annual report of the department
  • Monitors and resolves complaints related to operational activities.
  • Provides a detailed plan for procurement of election materials.
  • Uphold ethical principles, including impartiality, transparency, and neutrality, in all election and referendum-related activities.     
  • Participate in the overall election processes and report according allocated positions.

Processes to manage and/or control

    • Prepares and submits a draft election implementation schedule.
    • Prepares detailed plans and budgets for the department used for election Operation and routine work.
    • Prepares quarterly, semi-annual, nine-monthly and annual report of the department
    • Prepares the Department’s TOR.

Specification:

Education and Work Experience

  • Masters or BA degree in Management, Economics, Law, Project Management, Business administration or public administration and other related fields
  • 5 years for Masters or 7 years for BA

Training

  • Project or program management

Knowledge:

  • Strong understanding of electoral processes and regional operations.
  • Reporting and documentation capabilities.
  • Managing complex payrolls.  
  • Not a member of a political party.

Know-How (Skills) (Technical competencies):

  • Strong knowledge of electoral processes, procedures, and legal frameworks.
  • Excellent project planning and coordination skills.
  • Familiarity with security protocols related to elections.
  • Effective communication and collaboration abilities.
  • Analytical thinking and problem-solving skills.
  • Commitment to ethical standards and impartiality.
  • Financial management skills for budget planning.
  • Proficiency in election-related software and tools.
